Manager, Human Resource Operations

We are currently seeking a Manager, Human Resource Operations to join our team. 

This position is responsible for compliance and communication of all applicable laws, rules and regulations for managed functions. Provides functional direction, guidance and support to team members and field to facilitate operations. Develops, coaches, mentors and leads team members for sustained individual and team performance. Identifies, develops, recommends and implements process improvements that result in improved efficiency and effectiveness

Under limited supervision and much decision-making:

  • Participates in the hiring and selection of HR Center of Excellence (COE) team members. Establishes goals for team and conducts performance evaluations, development plans, as well as formal and informal coaching and counseling.
  • Facilitates new hire training and orientation for new team members.
  • Develops and manages the design, operation and administration of human resource products and services in compliance with all applicable laws, rules and regulations in alignment with the organization’s business objectives.
  • Maintains industry best practices for human resource programs.
  • Provides direction, guidance and support to service providers to facilitate operations.
  • Examines and analyzes statistical data to forecast future customer needs.
  • Manages the continual upgrading of existing programs, services and plans for future client requirements through research activities and needs analyses.
  • Builds and maintains collaborative working relationships with other departments, internal client service providers, and all Centers of Excellence to form a seamless integration of service delivery.
  • Assists in the tracking of actual and budgeted expenditures.
  • Reviews and analyzes human resource product/program proposals to determine if benefits and/or applications justify expenditures.
  • Coordinates communication to all stakeholders on status of project measurements and survey analysis, including any schedule constraints, resource issues, project risks and scope changes.
  • Sets, measures, controls and monitors process performance toward identified goals. Establishes monitors and adjusts benchmark metrics, and reports findings and identification of trends and patterns.
  • Aligns process objectives with the Company’s business vision and mission statement along with functional requirements.
  • Acts as the discipline-specific Subject Matter Expert and resolves discipline-specific process issues.
  • Owns process content, develops and writes all content related to process, and synchronizes the delivery of all client-facing, service provider and corporate content and communications.
  • Measures, controls and monitors process performance. Continually assesses and incorporates best practices in order to improve the process. Gathers and responds to appropriate process feedback.
  • Acts as a liaison between vendor and field by providing advice, guidance and solutions regarding vendor issues.
  • Utilizes change management methodologies to develop and implement plans to drive process adoption.

  • Bachelor’s Degree in Human Resources, Business Administration or a related field is required. Master’s Degree is preferred.
  • Ten or more years of Human Resource experience, including experience in HR Administrative Compliance, is required.
  • Three to five years of experience in leadership position is required.

PHR or SPHR certification is preferred.


  • Knowledge of the Professional Employer Organization industry is preferred.
  • Command of complex body of HR federal/state laws, regulations, ordinances, policies and experience applying principles and practices of Insperity business rules for delivery of HR services.
  • Strong business acumen, flexibility and the ability to form relationships and establish credibility and trust with other employees and departments.
  • Skills in the areas of project management, prioritization, teamwork, time management, conflict resolution and general decision-making.
  • Able to manage multiple projects at a time.
  • Broad working knowledge of technology applications, proficiency with Microsoft Office programs, and demonstrated ability to learn other application programs as needed.
  • Able to present ideas clearly and concisely, and communicate tactfully and effectively, both verbally and in writing at a level necessary for satisfactory job performance and maintains effective work relations with those encountered in the course of employment.
  • Problem solving skills with the ability to deal with conflicts and problems constructively.
