Our client is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. Their organization is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Our client is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As a key executive leader, you will drive the organization’s strategic human capital initiatives within the Deer Park facility. You will work closely with the executive leadership team to develop and execute human resources strategies that support business goals, enhance organizational effectiveness, and drive operational success. In this role, you will be focused on shaping the company’s talent management strategy, employee experience, leadership development, and workforce optimization to ensure the company attracts, develops, and retains top-tier talent.

 

In addition to strategic HR leadership, the Chief Human Resources Officer (CHRO) will have experience working alongside a Professional Employer Organization (PEO) to manage outsourced HR functions and ensure seamless integration between in-house and outsourced HR operations. You will also be critical in managing union relationships, partnering with international board members, and ensuring compliance with labor laws. Furthermore, you will collaborate with external counsel and industrial relations teams to address any labor-related issues and manage the organization’s overall labor relations strategy.

 

To succeed as the Chief Human Resources Officer, you should have:

  • Bachelor’s degree in HR, Business Administration, or a related field (Master’s preferred); professional certifications like SPHR, SHRM-SCP, or CCP are strongly preferred.
  • 15+ years of progressive HR leadership, including significant executive-level experience, preferably in the Oil and Gas or similar industries.
  • Proven ability to develop and execute high-level HR strategies aligned with business objectives, including experience with PEOs, global HR practices, and advanced HR systems.
  • Deep understanding of HR best practices, employment laws, and regulatory compliance in complex, high-stakes environments.
  • Solid leadership, negotiation, and interpersonal abilities with a track record of mentoring teams, influencing stakeholders, and managing union labor relations.
  • Union experience highly preferred.

 

Your responsibilities as the Chief Human Resources Officer will also include:        

  • Partner with the executive team and PEO to drive HR strategy, aligning it with business goals, industry trends, and operational needs.
  • Oversee talent acquisition, leadership development, and retention strategies while advancing diversity, equity, and inclusion initiatives.
  • Lead initiatives to enhance leadership, employee engagement, and productivity while effectively managing organizational change.
  • Design competitive compensation and benefits programs and leverage data-driven insights to monitor KPIs, market competitiveness, and employee satisfaction.
  • Ensure adherence to labor laws, industry regulations, and health and safety standards while mitigating organizational risks.

 

As an HR Leader, you will have the following supervisory responsibilities:

  • Leads and manages the overall Human Resources function, ensuring alignment with the organization’s mission and strategic objectives.
  • Provides oversight and mentorship to senior HR leaders and managers, guiding them in executing HR strategies across the company.
  • Ensures that HR team members are developed and supported in achieving personal and professional growth while maintaining high performance and productivity standards.
  • Collaborates with department heads to align HR activities with departmental objectives, fostering a culture of continuous improvement and excellence.
