Human Resources (HR) Manager

As the HR Manager, you’ll oversee the day-to-day functions of the agency’s HR department, ensuring alignment with internal policies and full compliance with state and federal employment regulations.

To be successful, you should have:

  • A Bachelor’s degree in Human Resources, Business Administration, or a related field; or a minimum of 5 years of relevant HR experience instead of a degree.
  • Proficient in Microsoft Office Suite (Word, Excel, Publisher, Adobe Acrobat); capable of effectively learning and utilizing HRIS and talent management systems.
  • Professional HR certification (e.g., PHR, SHRM-CP) preferred but not required.
  • Solid verbal and written communication skills; ability to effectively interpret and convey complex information to diverse audiences.
  • Ability to travel locally for meetings, trainings, and site visits as needed (minimal to moderate travel).

 

Your key responsibilities as the Human Resources Manager will include:

  • Oversee recruitment strategies, candidate selection, interviews, onboarding, and new-hire orientation, ensuring alignment with workplace inclusion objectives.
  • Manage employee status changes, offboarding, terminations, and collaboration with payroll/finance for accurate processing.
  • Administer health, retirement (403B), and leave programs; coordinate with external providers and ensure compliance with reporting requirements.
  • Maintain HR procedures, ensure adherence to employment laws and internal policies, and guide on sensitive personnel issues.
  • Partner with leadership on equity and belonging intiativies, succession planning, and organizational development while mentoring HR support staff.
