Connective is seeking a Program Manager, Resource Navigation to support and scale Blue-sky resource connection and navigation efforts. 

 

Connective is seeking a Program Design & Implementation Manager, Resource Navigation to lead the design, implementation, and growth of integrated public benefits, social service, and resource navigation systems that improve service access and strengthen community resilience. This role sits at the intersection of nonprofit programs, government services, and philanthropic investment, driving tech-enabled, community-centered solutions that help individuals and families navigate complex systems in both everyday life and post-disaster contexts.

What You’ll Do

  • Plan and deliver co-designed programs. Set objectives, develop project plans, manage timelines and budgets, and escalate risks when needed.
  • Manage day-to-day operation of technology-enabled and human-centered service systems that support screening, navigation, data tracking, and referrals to ensure timely access, a strong client experience, and effective service delivery.
  • Prioritize the user experience. Prioritize the user experience by ensuring Connective’s technology is intuitive, efficient, and accessible for both clients and the service provider staff supporting them.
  • Organize cross-functional work. Coordinate with teammates, manage vendors, and train partner staff to support program delivery.
  • Use data for improvement. Analyze qualitative and quantitative data to identify opportunities, test solutions, and refine programs.
  • Facilitate change management and co-design. Help partner organizations co-create and adopt new systems and processes through a collective action approach.
  • Manage partnerships. Build and strengthen relationships, represent Connective with stakeholders, and recommend growth strategies.
  • Lead a community of practice. Lead, convene, and facilitate a community of practice with partner organizations.
  • Understand the local service ecosystem. Understand the priorities, capacities, and relationships of the local network of social service organizations to proactively solve problems and remove barriers.
  • Develop new initiatives. Identify opportunities, scope projects, define deliverables, and recommend staffing and resource plans to ensure successful execution.

Your Experience & Expertise:

  • 4+ years in program, project, design management, or strategy roles, including full life cycle management of tech-enabled programs (e.g., CRM systems).
  • Proficiency with data analysis tools (e.g., Excel formulas, lookups, PivotTables) and ability to translate program needs into technical requirements.
  • Proven success collaborating with senior-level stakeholders across nonprofit, government, and/or philanthropic sectors.
  • Experience facilitating inclusive, user-centered processes and driving implementation.
  • A plus:
    • Experience in public benefits or other social services resources such as food security, healthcare, education, or economic mobility. 
    • Human-centered design or participatory process facilitation, with practical implementation experience.
    • Familiarity with Houston-area community networks, social service systems, or resilience initiatives.

 

Compensation and Benefits

  • Competitive Compensation of $75,000-$90,000, along with annual bonuses, is offered based on your contributions and performance.

You’ll join a Houston-based, locally hybrid team that values both flexibility and collaboration. While you’ll maintain Houston working hours, you’ll have the opportunity to work from anywhere for up to a week at a time. Additional remote flexibility is offered during the summer and around the winter holiday season. After three years with the company, you’ll be eligible for a permanent “work from anywhere in the U.S.” arrangement, with occasional travel to Houston or other locations as needed.
