Program Manager – Small Business & Community Investments

San Antonio, TX – Hybrid: 3 days per week in-office, with an established schedule.

 

The National Association for Latino Community Asset Builders (NALCAB), a national intermediary supporting 200+ CDFIs and community development nonprofits, is seeking a Program Manager – Small Business & Community Investments to advance small business growth and community investment in low- and moderate-income communities nationwide. As a mission-driven organization focused on economic development, asset building, affordable housing, and entrepreneurship, NALCAB delivers funding, training, and policy advocacy to strengthen Latino communities. In this role, you will manage federal programs and technical assistance initiatives, including HUD Community Compass, Rural Capacity Building (RCB), and U.S. Treasury CDFI Fund programs, helping nonprofits expand small business lending, community development strategies, and place-based investments that drive equitable economic opportunity.

To thrive, you should have: 

  • Bachelor’s degree or equivalent experience, with 3+ years in community economic development, asset building, or nonprofit program management; experience with community-based organizations preferred.
  • Minimum 3+ years managing or implementing federal programs such as HUD Community Compass, Rural Capacity Building (RCB), or CDFI Fund initiatives, with knowledge of federal grants management and compliance.
  • Solid expertise in small business development, affordable housing, and community development finance, including experience delivering technical assistance, training, and capacity building to nonprofits.
  • Excellent communication, facilitation, and project management skills, with the ability to manage multiple priorities in a fast-paced environment; bilingual English/Spanish preferred and ability to travel up to 20%.

 

Your key responsibilities as the Program Manager – Small Business & Community Investments will include:

  • Manage and implement federal programs, grants, and technical assistance initiatives supporting small business development, community investment, and nonprofit capacity building.
  • Oversee the grantmaking lifecycle, including outreach, application review, compliance monitoring, and reporting for federally funded programs (HUD, CDFI Fund).
  • Support nonprofit partners in CDFI certification, small business lending, and economic development strategies, including affordable housing and anti-displacement initiatives.
  • Analyze program data, manage budgets, and facilitate training, stakeholder engagement, and cross-sector collaboration to drive measurable community impact.
